According to the "Program for Deepening the Reform of Party and State Institutions" deliberated and adopted by the Third Plenary Session of the Nineteenth Central Committee of the Party and the "Program for the Reform of State Council Institutions" approved by the First Session of the Thirteenth National People's Congress, which has been submitted to the Central Committee of the Party and the State Council for approval, we hereby notify the Ministry of Housing and As follows.
1. The responsibility of urban and rural planning management of the Ministry of Housing and Urban-Rural Construction shall be assigned to the Ministry of Natural Resources, and the Department of Urban and Rural Planning shall no longer be retained. Accordingly, 20 administrative staff and 4 leading posts at the Department and bureau level (including 1 master planner) shall be reduced accordingly.
2. The responsibilities of the Ministry of Housing and Urban-Rural Construction for the management of scenic spots and natural heritage shall be assigned to the State Forestry and Grassland Administration, and the administrative establishment shall be checked and reduced accordingly.
3. Delegate the responsibility of the Ministry of Public Security to the Ministry of Housing and Urban-Rural Construction for the examination of fire control design of construction projects, and the transfer of personnel related to fire fighting forces to the Ministry of Housing and Urban-Rural Construction shall be approved separately after transfer.
After the adjustment, the Ministry of Housing and Urban-Rural Construction has 15 internal institutions, 399 administrative departments and 57 leading posts at the Department and bureau level. The establishment, responsibilities and matters of establishment of the institutions shall be separately stipulated.
On November 08, 2018, the General Office of the State Council issued a circular "Notice of the General Office of the State Council Concerning Focusing on Enterprises to Further Promote the Implementation of the Policy of Optimizing Business Environment".
The notice clearly stated: Further simplifying the examination and approval of enterprise investment.
The Development and Reform Commission should take the lead in optimizing the approval process of investment projects, publish unified names and application materials of investment approval items before the end of 2018, implement online parallel processing of various types of investment approval in 2019, and publish documents guiding local investment project commitment system reform in 2019, so as to realize government standard setting, enterprise commitment and strong process. Supervision and dishonesty have been punished, and the landing time of investment projects has been significantly reduced.
The Ministry of Housing and Urban-Rural Construction should take the lead in promoting the reform of the examination and approval system for construction projects. In conjunction with the Development and Reform Commission, the Ministry of Human Resources and Social Security and the Ministry of Emergency Response, the Ministry of Housing and Urban-Rural Construction should complete the Regulations on the Examination and Management of Construction Drawings and Design Documents for Housing Construction and Municipal Infrastructure Projects and the Supervision and Administration of Regulations, opinions on further improving the work of industrial injury insurance in construction industry and other departmental regulations, normative documents and standard revision work, streamlining and canceling some of the pre-conditions for approval, promoting the incorporation of fire control design audit and civil air defense design review into the joint examination of construction drawings, further reducing the time limit for approval of construction projects At the same time, it puts forward a number of suggestions to optimize and streamline the relevant laws, regulations and policy documents for the approval of engineering construction projects.
In 2019, a nationwide reform of the examination and approval system for all-process and full-coverage construction projects will be carried out to guide the local unified examination and approval process. Efforts will be made to improve the examination and approval system by streamlining the examination and approval items and conditions, decentralizing the examination and approval authority, merging the examination and approval items, adjusting the examination and approval sequence, changing the management mode, and implementing the notification and commitment system. To achieve "a blueprint" to coordinate project implementation, "a system" to implement unified management, "a window" to provide comprehensive services, "a form" to integrate declaration materials, "a set of mechanisms" to standardize the examination and approval operation.
Where conditions permit, the "standard land" system for newly approved industrial land may be explored and tried out. Land-use enterprises may start construction directly without any further approval. After completion and commissioning, relevant departments shall accept and accept the system in accordance with established standards and legal conditions.

According to the State Administration Notice, the goal of the reform of the examination and approval system for construction projects is to coordinate the implementation of projects with "one blueprint", "one system" to implement unified management, "one window" to provide comprehensive services, "one form" to integrate declaration materials and "a set of mechanisms" to standardize the examination and approval operation. The state promotes the incorporation of fire control design audit and civil air defense design review into the joint examination of construction drawings, further reducing the time limit for approval of construction projects, and it is inevitable that fire control approval will no longer operate independently.
3. The original Regulations of the Ministry of Public Security on Fire Supervision and Management of Construction Projects will be amended and completed by the end of 2018. Specific basis: The State-Owned Notice clearly requires that the Ministry of Housing and Urban-Rural Construction should take the lead in promoting the reform of the examination and approval system for construction projects. In conjunction with relevant departments such as the Development and Reform Commission, the Ministry of Human Resources and Social Security and the Ministry of Emergency Response, the Ministry of Housing, Construction and Municipal Infrastructure Engineering Construction Drawings and Design Documents Review and Management shall be completed by the end of Regulations, normative documents and revision of standards and norms of departments, such as Regulations on Supervision and Management of Fire Protection in Construction Projects, should be streamlined and some pre-conditions for examination and approval cancelled.

6. The argument that the acceptance and acceptance of fire protection in the workshop is still exercised by the emergency management department has insufficient reasons and basis. From the perspective of optimizing administrative efficiency, fire acceptance and fire design audit belong to the responsibility of fire design review of construction projects. They are executed by two administrative organs respectively, reducing administrative efficiency and increasing administrative costs, which are inconsistent with the major premise of the reform of the examination and approval system.
7. Inspection of fire facilities, management of fire products, fire intermediaries and fire engineers are closely related to the fire design review of fire protection construction projects, which indicates that adjustments may be made in the future. We need to deepen the reform of fire prevention to reveal the details.
In May 2018, the State Office promulgated the Circular of the General Office of the State Council on the Pilot Reform of the Examination and Approval System for Construction Projects (No. 33 issued by the State Office). It clearly requires that the examination and approval time be reduced by more than half, from the current average of more than 200 working days to 120 working days. The examination and approval links will be greatly streamlined.
